Reading Age Limits in Job Notifications
Every recruitment notification fixes a cutoff date — often 1 January or 1 August of the exam year — and your age is measured on that exact date, not the exam or application date. "21–30 years" typically means you must have completed 21 but not completed 30 as on the cutoff.
