Chandni Chowk’s Historic Town Hall to Become a Global Heritage Centre; Conservation to Boost Tourism
The Delhi Government and the MCD signed a Memorandum of Understanding (MoU) on September 20, 2026, to develop the historic Town Hall in Delhi's Chandni Chowk into a Global Heritage Centre. Built between 1860 and 1866, the building served as the Municipal Corporation headquarters until 2010, and plans are now in place for its conservation and adaptive reuse. The project involves developing a museum, cultural facilities, and tourism activities through 'Adaptive Reuse,' thereby boosting heritage tourism. The DTTDC will prepare the Detailed Project Report (DPR) for the approximately 12,180-square-meter complex, and consideration will be given to implementing the project via public funding or a Public-Private Partnership (PPP) model.
Plans have been formulated to develop the historic Town Hall complex in Delhi's Chandni Chowk into a Global Heritage Centre. An MoU to this effect was signed between the Delhi Government and the Municipal Corporation of Delhi (MCD). The agreement was executed between the DTTDC and the MCD on September 20, 2026, at the Delhi Secretariat in the presence of Chief Minister Rekha Gupta. Historical Significance of the Town Hall
Located in the Shahjahanabad area of Chandni Chowk, the Town Hall was constructed between 1860 and 1866. The building served as the headquarters of the Municipal Corporation for over five decades. After the headquarters shifted to the Dr. S.P. Mukherjee Civic Centre in 2010, a large portion of the Town Hall remained unused. Consequently, the need for its conservation and adaptive reuse was recognized.
Conservation through ‘Adaptive Reuse’
The project will adopt the concept of 'Adaptive Reuse.' This entails assigning a new function to a historic building for modern use while preserving its original architectural and heritage characteristics. A museum, cultural facilities, and tourism activities could be developed within the proposed heritage center. Thus, an effort will be made to strike a balance between conservation and contemporary use.

The Town Hall is located near Chandni Chowk and the Old Delhi Railway Station. This area is deeply connected to Delhi's historical, architectural, and cultural heritage. Consequently, developing the Town Hall as a heritage center is likely to boost heritage tourism. Project Planning and Financial Model
Under the agreement, the DTTDC will survey and assess the structures within the complex before preparing a Detailed Project Report (DPR). Subsequently, consideration will be given to implementing the project through public funding or adopting a Public-Private Partnership (PPP) model. A joint working group comprising members from the DTTDC and the MCD will also be constituted to oversee the project. Spanning an area of approximately 12,180 square meters, the complex will remain the property of the MCD.
