Chief Minister's Youth Self-Employment Scheme: An initiative to turn Uttar Pradesh's youth into entrepreneurs

Published 20 August 2026

The objective of the Uttar Pradesh Chief Minister's Youth Self-Employment Scheme is to encourage educated, unemployed youth to pursue self-employment and entrepreneurship. Under the scheme, bank loans of up to ₹25 lakh for the manufacturing and industrial sectors and up to ₹10 lakh for the service sector are made available. Eligible beneficiaries receive margin money assistance of up to 25%, with a maximum limit of ₹6.25 lakh for the industrial sector and ₹2.50 lakh for the service sector. Youth aged 18 to 40 who are residents of Uttar Pradesh and have passed Class 10 are eligible for this scheme, which promotes MSMEs, local entrepreneurship, and job creation.

The Uttar Pradesh government's Chief Minister's Youth Self-Employment Scheme aims to encourage educated, unemployed youth to engage in self-employment and entrepreneurship. Through this scheme, the goal is for youth to become job creators by establishing their own enterprises, rather than merely remaining job seekers.

Provision for Financial Assistance:

Under the scheme, bank loans of up to a maximum of ₹25 lakh for the manufacturing and industrial sectors and up to ₹10 lakh for the service sector are provided. This encourages the establishment of micro and small enterprises across various sectors.

Margin Money Assistance:

The government provides margin money assistance of up to 25% to eligible beneficiaries. The maximum limit for this assistance is ₹6.25 lakh for industrial projects and ₹2.50 lakh for the service sector. This reduces the initial capital requirement for young entrepreneurs.

Eligibility and Target Group:

The scheme is primarily intended for educated, unemployed youth in the 18 to 40 age group. Applicants must be residents of Uttar Pradesh and have passed at least Class 10. The benefit is extended to only one family member at a time.

Link to MSMEs and Job Creation:

This scheme strengthens the MSME sector, local entrepreneurship, and job creation. The establishment of new enterprises not only provides self-employment to the beneficiary but also creates direct and indirect employment opportunities for others.

Significance for the UPSC Examination:

This scheme is important for GS Paper-II (Government Policies and Social Justice) and GS Paper-III (Employment, MSME, Inclusive Growth, and Entrepreneurship). In answer writing, it can be cited as an example of the transition from unemployment to self-employment, youth entrepreneurship, state government employment policy, and MSME-led economic development.
