Country's First Telecom Manufacturing Zone in Gwalior: Investment of ₹5,500 Crore and Potential for Over 18,000 Jobs
The development of the country's first Telecom Manufacturing Zone (TMZ) in Gwalior is expected to attract an investment of approximately ₹5,500 crore and generate over 18,000 direct jobs. This TMZ will be developed as an industrial cluster hosting 24–25 telecom manufacturers across an area of about 170 acres; a common testing lab costing around ₹500 crore is also proposed. Following investor roadshows in Delhi and Mumbai, 24 companies have initiated the application process to set up manufacturing plants, while Madhya Pradesh has prepared a special incentive package. Gwalior's road, rail, and air connectivity, combined with the annual availability of approximately 25,000 engineering graduates, provides the necessary foundation for market access and skilled human resources for the TMZ.
Gwalior, Madhya Pradesh, is poised to emerge as a major telecom manufacturing hub with the development of the country's first Telecom Manufacturing Zone (TMZ). The proposed project is estimated to attract an investment of around ₹5,500 crore and create more than 18,000 direct jobs. Union Communications Minister Jyotiraditya Scindia inspected the proposed site at the Shrimant Madhavrao Scindia Counter Magnet City (SADA). This TMZ will be developed as an industrial cluster comprising various telecom companies rather than just a single manufacturing unit.
Structure and Proposed Units of the TMZ
The plan involves including approximately 24–25 telecom manufacturers in the proposed telecom manufacturing zone. About 170 acres of land have been proposed for the first phase, comprising roughly 90 acres within SADA and over 70 acres in the IT Park area. These units could manufacture a variety of telecom equipment and related products. The project also proposes the establishment of a common testing lab at a cost of approximately ₹500 crore, which will provide a shared facility for testing the manufactured equipment.
Role of Roadshows in Attracting Investment
A Memorandum of Understanding (MoU) regarding the Telecom Manufacturing Zone (TMZ) was signed between the Department of Telecommunications (DoT) and the Government of Madhya Pradesh in July 2026. Subsequently, investor roadshows were organized in Delhi and Mumbai. The Delhi roadshow secured investment commitments worth approximately ₹3,500 crore, with a potential to generate around 14,000 jobs, while the Mumbai roadshow yielded commitments of about ₹2,000 crore in investment and approximately 4,000 jobs. As a result, 24 companies have initiated the application process to set up manufacturing plants in the proposed zone.
Special Incentives and Testing Infrastructure for Industries
The Madhya Pradesh government has formulated a special incentive package to attract telecom manufacturing. This includes incentives related to land leasing, electricity, employment, and production, as well as incentives for environmental sustainability and green growth. Additionally, a shared testing laboratory costing approximately ₹500 crore has been proposed by the Department of Telecommunications. The objective of this shared infrastructure is to meet the testing requirements of companies and strengthen the manufacturing ecosystem.
Connectivity and Human Resources: The Foundation for TMZ
Gwalior's road, rail, and air connectivity is considered a crucial foundation for this project. The approximately 120-km-long Agra-Gwalior high-speed corridor is expected to improve connectivity to Delhi and other markets in North India. Furthermore, connectivity to major cities is available via the rail network and the Gwalior airport, which was constructed at a cost of approximately ₹650 crore. In terms of human resources, around 25,000 engineering students graduate annually from Gwalior and its surrounding areas, providing a potential skilled workforce for the sector.
