Delhi Master Plan-2047: A New Roadmap for an Inclusive, Green, and Global Capital
The Master Plan for Delhi-2047 (MPD-2047) aims to transform Delhi into an inclusive, sustainable, climate-resilient, and globally competitive city. The plan targets the development of approximately 40 lakh (4 million) housing units, an additional 12 lakh (1.2 million) homes through land pooling, and a 600 km road network. It promotes Transit-Oriented Development (TOD) and a multi-modal transport system by integrating metro, RRTS, bus, and cycling networks. Provisions include the ecological restoration of the Yamuna floodplain, net-zero development, the conservation of 1,500 heritage properties, and the development of Narela and Dwarka as new growth centers.
Announced by the Union Ministry of Housing and Urban Affairs, the Master Plan for Delhi-2047 (MPD-2047) aims to develop Delhi into an inclusive, sustainable, climate-resilient, and globally competitive city. The plan prioritizes housing, transportation, redevelopment, land use, economic growth, and environmental conservation.
Housing and the 'In-situ Slum Rehabilitation' Approach:
MPD-2047 outlines a comprehensive strategy for residential development, addressing the need for approximately 40 lakh housing units. It includes provisions for affordable housing in Transit-Oriented Development (TOD) zones near metro corridors, the redevelopment of group housing, the rehabilitation of slum dwellers, and the promotion of rental housing.
Land Pooling and Urban Expansion:
Under the plan, land-pooling-based urban development will be accelerated across an area of approximately 200 square kilometers. This initiative aims to facilitate the development of around 12 lakh additional housing units and a road network spanning approximately 600 km. There is also a proposal to increase the Floor Area Ratio (FAR) to 400 in select high-density areas.
Transit-Oriented Development and Sustainable Transport:
Transit-Oriented Development (TOD) has been adopted as a key strategy in MPD-2047. Multi-modal transit hubs integrating metro, RRTS, bus, pedestrian, and cycling networks will be developed. Additionally, emphasis has been placed on developing an integrated metropolitan transport system and a cycling track spanning approximately 52 km along the Yamuna floodplain.
Environmental Conservation and Net-Zero Development:
Under the plan, ecological restoration of approximately 1,700 hectares within the Yamuna floodplain will be undertaken. Measures such as rooftop solar energy, rainwater harvesting, water recycling, resource recovery, and green mobility will be promoted. Efforts towards net-zero development will be pursued through energy-efficient buildings and low-carbon urban development.
Heritage Conservation and Good Governance:
MPD-2047 includes provisions for the conservation of approximately 1,500 heritage properties and permits their 'adaptive reuse.' The plan envisions developing Narela as an educational hub and Dwarka as a hub for IT, startups, and data centers. Furthermore, 'Ease of Doing Business' and 'Ease of Living' will be fostered through the planning of unauthorized colonies, online approvals, and the simplification of regulations.
