EPFO mandatory coverage wage limit raised from ₹15,000 to ₹25,000; 51 lakh additional workers to benefit

Published 17 September 2026

The Union Cabinet has approved raising the monthly wage limit for mandatory social security coverage under the EPFO from ₹15,000 to ₹25,000. This change will provide over 51 lakh additional workers the opportunity to access social security benefits such as provident fund, pension, and insurance. The estimated annual financial requirement for the new arrangement is ₹11,339 crore, with a projected total expenditure of approximately ₹56,696 crore over five years. The key schemes under the EPFO are EPF, EPS, and EDLI, aimed at providing retirement savings, pension, and life insurance coverage, respectively.

The Union Cabinet has approved a proposal to increase the monthly wage limit for mandatory social security coverage under the Employees' Provident Fund Organisation (EPFO) from ₹15,000 to ₹25,000. The limit was last revised in September 2014. The new limit aims to expand social security coverage in line with evolving wage structures and the growth of formal employment.

Potential benefit to over 51 lakh workers:

The hike in the wage limit is expected to bring more than 51 lakh additional workers under the mandatory ambit of the EPFO. Specifically, new employees earning between ₹15,000 and ₹25,000 per month will benefit from this move. This will help integrate such workers into social security systems like provident fund, pension, and insurance.

Impact on the formalization of employment:

This decision is significant for promoting the formalization of employment in India. Bringing more workers under the EPFO umbrella allows their employment to be linked with formal social security frameworks. In the long run, this can help strengthen retirement security, pension coverage, and worker welfare.

Financial Implication:

According to government estimates, the annual financial requirement for implementing the new wage ceiling would be approximately ₹11,339 crore, whereas the current budgetary provision stands at around ₹10,250 crore. The total estimated expenditure over five years is projected to be around ₹56,696 crore. The Expenditure Finance Committee (EFC) considered this proposal on June 16, 2026.

EPFO and its Key Schemes:

The EPFO is India's premier social security organization operating under the administrative control of the Ministry of Labour and Employment. It primarily administers three schemes: the Employees' Provident Fund (EPF), the Employees' Pension Scheme (EPS), and the Employees' Deposit Linked Insurance Scheme (EDLI). The EPF is linked to retirement savings, the EPS to pensions, and the EDLI to life insurance coverage for eligible members.

Significance for UPSC:

This issue relates to 'Social Justice and Welfare Schemes' under GS Paper-II and 'Indian Economy, Labour Market, and Formalization of Employment' under GS Paper-III. For UPSC purposes, this topic can be linked to themes such as social security, organized and unorganized sectors, labour reforms, pension systems, employee welfare, and productive employment. It is particularly important to understand how the expansion of social security coverage aligns with the broader goals of inclusive growth and the economic security of workers.
