Four Ports Granted ‘Mega Port’ Status Under the Indian Ports Act, 2025

Published 29 September 2026

The Central Government has declared Deendayal, Jawaharlal Nehru, Paradip, and Mundra ports as 'Mega Ports' under Section 73 of the Indian Ports Act, 2025. 'Mega Port' is an additional classification; it does not alter a port's original status as either a 'Major Port' or a 'Non-Major Port'. Section 73 empowers the Central Government to designate Major Ports and other eligible ports as Mega Ports based on prescribed criteria. This move is significant for strengthening EXIM trade, logistics, coastal shipping, port infrastructure, and India's maritime economy.

The Central Government has notified Deendayal Port (Kandla), Jawaharlal Nehru Port (Nhava Sheva), Paradip Port, and Mundra Port as Mega Ports under Section 73 of the Indian Ports Act, 2025. The objective of the Indian Ports Act, 2025, is to consolidate laws related to ports, promote integrated port development, and ensure better utilization of India's coastline.

‘Mega Port’ is not a new type of port:

'Mega Port' is an additional classification, not the port's fundamental legal category. According to Section 73(4) of the Act, even after being declared a Mega Port, the port retains its original status—whether as a 'Major Port' or a 'Port other than a Major Port'—and the laws applicable to that status remain in force. Therefore, Mundra Port's designation as a Mega Port does not legally convert it into a 'Major Port'.

Legal basis for declaring a Mega Port:

Section 73(1) of the Indian Ports Act, 2025, empowers the Central Government to prescribe criteria for Mega Ports after consulting with the respective State Government. A 'Major Port' meeting the criteria prescribed under Section 73(2), as well as an eligible port other than a Major Port meeting the criteria under Section 73(3), can be declared a 'Mega Port'. This provision fosters capacity-based classification and integrated development within India's port sector.

Major and Non-Major Ports in the Indian Port System:

In India, Major Ports fall under the administrative purview of the Union Ministry of Ports, Shipping and Waterways, whereas Non-Major Ports generally operate under the jurisdiction of the respective state governments or State Maritime Boards. According to the Ministry, there are currently 12 operational Major Ports out of a total of 14, alongside approximately 200 Non-Major Ports. Understanding this federal structure is crucial for comprehending India's maritime administration and the role of coastal states.

Significance for the Maritime Economy:

Large, high-capacity ports are vital for India's EXIM (export-import) trade, logistics, industrial corridors, coastal shipping, and global supply chains. The concept of a 'Mega Port' is linked to high cargo-handling capacity and competitiveness. Enhanced port infrastructure can help streamline the movement of goods, reduce logistics costs, and strengthen India's maritime trade potential.

Broad Significance for UPSC:

This topic relates to GS Paper-III (Indian Economy, Infrastructure, and Logistics) and GS Paper-II (Centre-State Relations and Governance). Key points to remember: Indian Ports Act, 2025 → Section 73 → Mega Port notification; a Mega Port is not a distinct category of port in itself—the existing 'Major' or 'Non-Major' status remains unchanged. Additionally, it is useful to study this in conjunction with broader themes such as Sagarmala, port-led development, coastal shipping, maritime logistics, and the Blue Economy.
