India Post–TRAI MoU: Nationwide Rural Telecom Network Survey to Strengthen Digital Connectivity Across India
The Department of Posts (DoP) and the Telecom Regulatory Authority of India (TRAI) have signed a Memorandum of Understanding (MoU) to conduct a nationwide survey covering nearly 5.68 lakh villages to assess the quality of mobile networks in rural India. The survey aims to scientifically evaluate mobile coverage, call quality, internet speed, and service availability to identify network gaps. Data will be collected in real time through Gramin Dak Sevaks (GDSs) using an Android-based mobile application. The findings will help strengthen rural digital connectivity, bridge the digital divide, and support evidence-based telecommunications policymaking.

The survey will assess the actual status of mobile connectivity across approximately 5.68 lakh villages, making it the largest rural telecommunications survey ever conducted in the country.
Objective of the Survey
The primary objective of this initiative is to carry out a scientific assessment of mobile network coverage, call quality, internet speed, and service availability in rural areas. The survey will identify coverage gaps, enabling the government to strengthen telecommunications infrastructure and formulate evidence-based policies. The initiative is also expected to promote digital inclusion and reduce the rural–urban digital divide.
Survey Methodology
The survey will be conducted using the extensive rural network of the Department of Posts, with Gramin Dak Sevaks (GDSs) collecting data through an Android-based mobile application. This approach will enable real-time data collection even from remote and inaccessible regions. The initiative demonstrates how India's vast postal network can be effectively leveraged for digital governance and public administration.
Scope and Evaluation
The survey will evaluate the network performance of major telecom service providers, including Bharti Airtel, Reliance Jio, Vodafone Idea (Vi), and Bharat Sanchar Nigam Limited (BSNL). The findings will help the government and telecom operators identify areas where network expansion and service quality improvements are required.
