Jharkhand AI Policy 2026–31: A Major Step Towards AI-Driven Governance, Digital Economy, and Innovation-Led Growth
The Government of Jharkhand has released the roadmap for the AI Policy 2026–31 with the objective of transforming the state into a leading hub for AI-driven governance, digital innovation, and technology investment. The policy proposes a government investment of ₹1,150 crore, aims to attract over ₹10,000 crore in private investment, establish 50+ Global Capability Centres (GCCs), promote 1,000 AI startups, and create more than one lakh AI-enabled jobs. It also envisages the development of AI-powered platforms such as CM-DIP, HNVS, and CMAS to improve governance, healthcare, nutrition, and mineral resource management. The initiative is a significant step towards strengthening Digital India, AI-based governance, skill development, and an innovation-driven economy.
The Government of Jharkhand has unveiled the roadmap for the AI Policy 2026–31 with the vision of establishing the state as a leading centre for AI-driven governance, digital innovation, and technology investment. The roadmap was presented during the National Stakeholder Consultation 2026 held in New Delhi. The policy aims to promote the widespread adoption of Artificial Intelligence (AI) across governance, industry, education, and public services over the next five years.
Key Objectives and Targets
The state government plans to invest ₹1,150 crore in public funding over the next five years while attracting more than ₹10,000 crore in private investment. The policy targets the establishment of over 50 Global Capability Centres (GCCs), support for 1,000 AI startups, and the creation of more than one lakh AI-enabled employment opportunities. It also proposes the development of a 100.97-acre IT Park in Ranchi to strengthen the state's digital infrastructure.
AI-Driven Governance
The policy promotes the use of Artificial Intelligence, Predictive Analytics, Data-driven Decision Making, and digital platforms in public administration. Its primary objective is to make public service delivery more transparent, efficient, accountable, and citizen-centric. The initiative aligns with the vision of Digital India, Minimum Government–Maximum Governance, and Evidence-based Policymaking.
Major Institutional and Technological Initiatives
Under the policy, AI-enabled platforms such as the Chief Minister Data Intelligence Platform (CM-DIP), Health & Nutrition Vigilance System (HNVS), and Critical Mineral Administration System (CMAS) will be developed. These platforms aim to improve data integration, health and nutrition monitoring, efficient mineral resource management, and administrative efficiency. The policy also focuses on promoting AI research, skill development, startup innovation, and industry-government collaboration.
