Livestock Insurance Portal 2026: Protecting Farmers' Livestock from Financial Risk and Digitizing Insurance Services

Published 29 September 2026

The Department of Animal Husbandry and Dairying (DAHD) launched the Livestock Insurance Portal on September 28, 2026, aiming to provide insurance services on an integrated digital platform. Services such as policy issuance, claim processing and tracking, monitoring, and reporting will be managed digitally through the portal. This initiative is linked to the National Livestock Mission (NLM), under which beneficiaries bear 15% of the insurance premium while the government covers 85%, providing insurance coverage for various categories of livestock. RFID technology has also been incorporated for the digital identification of animals, enhancing transparency, data management, and the monitoring of insurance claims.

The Livestock Insurance Portal is being launched by the Department of Animal Husbandry and Dairying (DAHD) in New Delhi on September 28, 2026. Its objective is to make various services related to livestock insurance available on a unified digital platform. The portal will be available in Hindi, English, and 11 regional languages, thereby increasing accessibility for rural and livestock-rearing communities.

Key Features of the Portal:

Services such as the issuance of livestock insurance policies, processing and tracking of insurance claims, access to online insurance-related information, monitoring, and reporting will be digitally integrated through the portal. This is expected to improve data sharing and coordination among farmers, insurance companies, the government, and other relevant stakeholders. Scheme monitoring and decision-making processes can also be strengthened through data analytics.

Linkage with National Livestock Mission:

Livestock insurance is associated with the 'Research & Development, Livestock Insurance, Extension, and Innovation' sub-mission of the National Livestock Mission (NLM). Its primary objective is to protect livestock owners from financial losses due to animal mortality and to expand the reach of livestock insurance across the country. Its scope covers various categories of livestock, including milch animals, horses, donkeys, mules, camels, ponies, sheep, goats, pigs, rabbits, yaks, and mithuns.

Government Subsidy and Beneficiary Contribution:

Under current provisions, the beneficiary bears 15% of the insurance premium, while the government covers the remaining 85%. This reduces insurance costs for livestock owners and provides small and marginal farmers with a tool for risk management. Eligibility for the subsidy has been increased from 5 animal units to 10 animal units per beneficiary family, while the limit remains 5 animal units for pigs and rabbits.

RFID and Digital Identification of Livestock:

The government has also approved the use of Radio Frequency Identification (RFID) as an additional method for animal identification. Digital identification facilitates better integration of animal identity, insurance policies, claims, and related records. This helps in curbing fraudulent claims, enhancing transparency, and strengthening the administrative management of livestock insurance.

Significance for UPSC:

The livestock insurance portal is significant from the perspectives of agricultural diversification, rural livelihoods, digital governance, and climate risk management. Livestock is a crucial source of income and livelihood for small and marginal farmers in India; consequently, losses due to disease, natural disasters, or animal mortality can plunge rural families into severe financial distress. A digital insurance system can strengthen risk mitigation, financial inclusion, and technology-enabled governance. In the UPSC context, this topic can be linked to GS Paper-2 (e-governance and welfare schemes), GS Paper-3 (agriculture, animal husbandry, and rural economy), and the Essay paper.
