Semicon 2.0: A New National Initiative to Make India a Global Semiconductor Powerhouse

The Union Cabinet has approved the Semicon 2.0 program with a budget of ₹1,27,500 crore, aiming to transform India into a global semiconductor manufacturing hub. The scheme focuses on strengthening the entire semiconductor ecosystem, including chip design, fabrication (Fab), ATMP/OSAT, packaging, R&D, and skill development. Its objective is to reduce import dependency and foster an indigenous semiconductor industry under the 'Atmanirbhar Bharat' (Self-Reliant India) initiative. This initiative will bolster India's technological and economic capabilities in strategic sectors such as AI, 5G, electric vehicles, defense, medical devices, and industrial electronics.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Semicon 2.0 program. A budget of ₹1,27,500 crore has been allocated for this scheme. It aims to establish India as a global semiconductor manufacturing hub by strengthening semiconductor design, fabrication, packaging, R&D, skill development, and the entire supply chain within the country.

What is Semicon 2.0?

Semicon 2.0 is the Government of India's second-generation semiconductor development program and an advanced version of Semicon 1.0. Its objective extends beyond mere chip manufacturing to developing the entire semiconductor ecosystem, encompassing chip design, wafer fabrication, ATMP/OSAT, packaging, the development of machinery and materials, research, and the creation of a skilled workforce.

Key Objectives and Strategic Pillars of the Scheme

Under Semicon 2.0, the primary goals include strengthening semiconductor design capabilities in India, establishing new fabrication (Fab) units, expanding the ATMP/OSAT industry, fostering the indigenous development of machinery, chemicals, and materials used in semiconductor manufacturing, promoting research and innovation, and developing a skilled workforce. This scheme represents a significant step towards freeing India from import dependency and building a self-reliant semiconductor industry.

Significance for India

Semiconductors are the cornerstone of modern technology and are extensively used in mobile phones, artificial intelligence (AI), electric vehicles (EVs), 5G communications, defense equipment, medical devices, automobiles, and industrial electronics. Given recent disruptions in global supply chains, developing a robust domestic semiconductor industry is crucial for India in terms of economic growth, technological self-reliance, and national security.
