UZQR–UPI Agreement — International Expansion of India's Digital Public Infrastructure

Indian users will be able to make Person-to-Merchant (P2M) payments directly from their Indian bank accounts using their UPI apps by scanning UZQR codes in Uzbekistan. A partnership between NIPL and HUMO, Uzbekistan's national payment system, will link the digital payment networks of both countries. This will reduce the reliance of Indian tourists, students, and business travelers on cash or international cards, while also boosting tourism and trade. The expansion of UPI into Uzbekistan strengthens India's Digital Public Infrastructure, FinTech diplomacy, and digital-economic ties with Central Asia.

Indian users will scan UZQR codes available at merchant outlets in Uzbekistan using their UPI apps. Payments will be processed directly from their Indian bank accounts to the merchant's account as Person-to-Merchant (P2M) transactions. This eliminates the need for Indian travelers to carry large amounts of local currency cash or use international cards for every transaction.

Roles of NPCI, NIPL, and HUMO

NPCI (National Payments Corporation of India) is the primary entity operating various retail payment systems in India, including UPI. NIPL is the international arm of NPCI, tasked with expanding Indian payment technologies like UPI and RuPay to foreign markets. Meanwhile, HUMO is Uzbekistan's national payment system. The partnership between NIPL and Uzbekistan's payment system operator represents a significant step toward interconnecting the digital payment networks of both nations.
